Prof. Dr. Ahmet ULUSOY

RECTOR

Prof. Dr. Ahmet Ulusoy was born in Trabzon. He graduated from the Department of Economics at the Faculty of Economics and Administrative Sciences at Karadeniz Technical University in 1984. He began his academic career as a research assistant at the same faculty in 1986. He completed his master’s degree in Economics at Karadeniz Technical University in 1989. In 1992, he earned his Ph.D. with a doctoral thesis entitled “External Financing Needs, External Borrowing of Developing Countries, and the Global Debt Crisis.”

Prof. Dr. Ulusoy became an associate professor in Public Finance Theory in 1998 and a full professor in 2004. He served as a professor at the Faculty of Economics and Administrative Sciences at Karadeniz Technical University from 2004 to 2017. From 2017 to 2021, he continued his academic career as a professor in the Department of Economics at Istanbul Beykent University.

Alongside his academic career, Prof. Dr. Ulusoy has held various administrative positions in higher education. He served as Head of the Department of Public Finance and Director of the Institute of Social Sciences at Karadeniz Technical University. He also served as a member of the University Senate, the Faculty Council, and the Faculty Administrative Board.

Prof. Dr. Ulusoy was appointed as a member of the Council of Higher Education Supervisory Board on September 21, 2021, and served in this position until his appointment as Rector of Zonguldak Bülent Ecevit University. Since September 11, 2025, he has also served as Chair of the Board of Trustees (appointed trustee) of Istanbul Bilgi University.

Prof. Dr. Ulusoy specializes in public borrowing, public finance theory, local government, public economics, and fiscal policy. He has published numerous articles and conference papers in nationally and internationally indexed journals. He has also authored and co-authored numerous books and book chapters published by national and international publishers. As an editor and author, he has contributed to many academic publications and has supervised numerous master’s and doctoral students.

In addition to his academic research, Prof. Dr. Ulusoy has taken part in various research projects supported by European Union Framework Programmes, public institutions, and universities. He has also contributed to studies on the regional economy carried out under the European Union and Eastern Black Sea Project (DOKAP). He served as a member of the Specialized Commission for the Ninth and Tenth Development Plans prepared by the State Planning Organization.

For many years, Prof. Dr. Ulusoy has shared his academic knowledge on socioeconomic issues, particularly economics and public finance, with the public. Since the early 1990s, he has written columns for local and national newspapers and provided commentary on economic and social developments for various national media outlets.

On August 18, 2026, Prof. Dr. Ahmet Ulusoy was appointed Rector of Zonguldak Bülent Ecevit University by President Recep Tayyip Erdoğan. The appointment was published in the Official Gazette (No. 33344) in accordance with Article 13 of Higher Education Law No. 2547 and the relevant provisions of Presidential Decree No. 3.
